Current Status

Miguel Ascarrunz, Chair of the RESF-14 Committee is currently scheduling and conducting briefings on the Long-Term Community Recovery Strategy with local government officials throughout the National Capital Region (NCR).

Long Term Community Recovery (LTCR)

Background:

The inception of the long-term community recovery project was triggered by the National Response Plan and will be carried out by the Long Term Community Recovery Committee (Regional Emergency Support Function 14). It is designed to create a pre-disaster recovery strategy for the National Capital Region. Long-term community recovery has been largely ignored in the past, and this will be one of the first plans dedicated solely to this much-needed effort.

Chuck Bean of the Roundtable was the founding chair of the committee, with Chief Terry Gainer succeeding him when he became the Roundtable’s Director of Emergency Preparedness. In January 2007 the Committee elected Miguel Ascarrunz, the current Director of Emergency Preparedness for The Roundtable, to the position of Chair. The committee consists of civic leaders from the region’s corporate, government, and nonprofit sectors who serve as vice-chairs.

A Regional Strategy:

Local and state governments are ultimately responsible for planning and implementing their long-term recovery as well as measuring its progress. However, although the development and implementation of a long-term recovery plan must be closely coordinated with emergency management, the LTCR process is driven and implemented by community development officials and creative partnerships with the nonprofit and private sectors.

As a result, the task of the Long- Term Community Recovery Committee for the National Capital Region is to develop a framework to collaboratively engage in Long-Term Community Recovery activities—a framework that is dynamic and able to operate beyond the formal activation of an emergency support function. This framework is called the NCR Long-Term Community Recovery Strategy and serves to both supplement and compliment the Regional Emergency Coordination Plan.
